@@Pennmusic2019 OK I see. Thank you. Is that because the 1 and the three 3 have similar chord tones? Like in A major for example 1=A C# E G# and the 3 has C# E G# B? and it works because of their similarity?

@LukasOfner Exactly. IMaj, viminor & iiiminor function as tonic. Pretty much exchangeable. It depends on the context though
